It's rarely empty seats. It's the wrong mix: E5 where E3 would do, standalone add-ons already bundled in a higher tier, third-party tools you're double-paying for, and licenses still assigned to people who left. We find the overlap and right-tier it, which matters more now that prices are up and EA discounts are gone.
