It's rarely empty seats. It's the wrong mix: E5 where E3 would do, standalone add-ons already bundled in a higher tier, third-party tools you're double-paying for, and licenses still assigned to people who left. We find the overlap and right-tier it, which matters more now that prices are up and EA discounts are gone.

Microsoft 365 doesn't ship secure. We configure identity, MFA, external sharing, and access controls to best practice, not the defaults.
